به گزارش روز چهارشنبه ایرنا به نقل از سازمان تنظیم مقررات و ارتباطات رادیویی ،'محمد كرم پور'در حاشیه بازدید وزیر ارتباطات افغانستان از آزمایشگاه استاندارد و تایید نمونه سازمان تنظیم مقررات و ارتباطات رادیویی ( رگولاتوری )گفت: تمامی تجهیزات ارتباطی قبل از تولید در داخل كشور یا وارد شدن از گمرك باید در این آزمایشگاه گواهی تأیید نمونه دریافت كنند .

وی افزود: برهمین اساس و با توجه به توانمندی های رگولاتوری ایران این آمادگی را دارد تا در زمینه تأیید نمونه تجهیزات و آموزش نیروی انسانی در حوزه استاندارد با رگولاتوری افغانستان همكاری كند.

معاون وزیر ارتباطات و فناوری اطلاعات با اشاره به همكاری‌های آموزشی و انجام پروژه‌های مختلف ارتباطی با افغانستان اظهار كرد: امیدواریم این همكاری‌ها در زمینه تبادل اطلاعات در حوزه‌های مختلف رگولاتوری، كنترل و مدیریت طیف فركانس و همكاری در مجامع منطقه‌ای و بین‌المللی ، رفع تداخلات مرزی در باندهای HF و GSM تقویت شده و تداوم داشته باشد.

كرم‌پور از همكاری خوب رگولاتوری كشور افغانستان در كنفرانس جهانی ارتباطات رادیویی (WRC-2012) قدردانی كرد و گفت: در زمان حاضر سازمان تنظیم مقررات و ارتباطات رادیویی طیف فركانس در كشور را تا 62 گیگاهرتز پایش می‌كند كه در صدد هستیم این رقم را در سال جاری به 110 گیگاهرتز برسانیم.

وی در پاسخ به پرسش وزیر ارتباطات افغانستان درباره خصوصی سازی در بخش فناوری اطلاعات وارتباطات و نحوه تعرفه‌گذاری خدمات ارتباطی گفت: خصوصی سازی و آزادسازی براساس سیاست‌های اصل 44 قانون اساسی در كشور اجرایی می‌شود.

كرم پور ادامه داد : براساس قانون وزارت ارتباطات و فناوری اطلاعات نرخ‌‎گذاری و تعرفه‌های خدمات ارتباطی براساس پیشنهاد سازمان تنظیم مقررات و ارتباطات رادیویی در كمیسیون تنظیم مقررات ارتباطات تصویب می‌شود، اما دستورالعمل نحوه نرخ‌گذاری از سوی شورایی به نام شورای رقابت انجام می‌شود.

وی با اشاره به اینكه در تهیه پیشنهادهای مربوط به تعرفه گذاری، نظرات اپراتورها و شركت‌های خصوصی فعال در حوزه ارتباطات نیز در رگولاتوری مورد بررسی قرار می‌گیرد، افزود: كمیسیون تنظیم مقررات ارتباطات تنها سقف تعرفه‌ها را مشخص می‌كند و اپراتورها براساس اصل رقابت می‌توانند قیمت خدمات را پائین‌تر بیاورند.

'امیر زیسنگی'، وزیر ارتباطات افغانستان نیز در این دیدار با اشاره به جایگاه مهم رگولاتوری گفت: رگولاتوری در هركشور دو وظیفه مهم ارتقای ارتباطات و نظارت، تأمین امنیت و كیفیت ارتباطات را به عهده دارد.

وی با اشاره به شباهت‌های ساختار رگولاتوری ایران و افغانستان افزود: هم اكنون تنها بخش پست از وزارت ارتباطات افغانستان جدا بوده و مدیریت فعالیت‌های حوزه پست در بخشی جدا از رگولاتوری انجام می‌شود.
